The California Supreme Court decided in May 2013 that local governments can ban medical marijuana dispensaries despite a state law in California of 1996 state law that permits the use of weed for medical purposes; at least 180 cities across the state and Bay Area have enacted bans in recent years.
The United Nations’ 2012 “Global Drug Report” stated that cannabis “was the world’s most widely produced, trafficked, and consumed drug in the world in 2010”, identifying that between 119 million and 224 million users existed in the world’s adult (18 or older) population. (wikipedia)
