While the city of Miami was being sued in the 1990's for violating the civil rights of homeless people, a judge ordered "safe zones" be established where people could live without fear of arrest. In the photo a man is bathing at a water hydrant in Downtown Miami. This water source also served for drinking water and washing clothes.
